Rake tasks could break a consumer’s entire rake process
Consumer applications without the maintainer-only parser dependency could fail while loading any rake task, including unrelated tasks such as db:migrate.
Resolved in v0.59.0. Only the two maintainer tasks that need Parser load it, and they do so lazily.

Original repro / impact
Run any rake task in a consumer without the Parser gem installed. Before v0.59.0, task loading raised LoadError.
